Vermont State Renters Rebate – Vermont is making significant changes to its Renters Rebate Program. These changes will be in effect for the 2021 income tax filing season and the 2022 tax year. The first is a new Landlord Certification form. This will replace the Landlord Certificate form that was previously required to claim the Rebate. The Landlord Certificate is filed through myVTax and must be completed for each rental property.
VERAP rent payments affect renter credit
VERAP will pay rent back, prospective rent and 18 months’ rent. The program will also pay any unpaid rent that remains after April 1, 2020. If you want to use VERAP to pay your back rent, you must apply through the housing program. To apply, you must fill out a tenant application and a landlord application.
Before submitting the application, you must upload the court paperwork. The Summons and Complaint are part of the application. It can be uploaded on a computer or a mobile phone. Once you’ve uploaded the documents, submit the application online.
December 31, 2022 is the last day to apply for VERAP assistance. However, if you apply early, you can still get assistance. The program will still cover a portion of the rent, and it can pay the landlord’s attorney fees. If you’re eligible, you’ll be able to get your utilities paid.
VERAP rent payments won’t affect your renter credit, but you should not include them in your gross income. VERAP rent payments are not taxable income. However, landlords are liable. The utility provider will also receive a Form 1099. Visit the IRS website for more information about VERAP.
COVID-19 related sales/revenue losses may apply for additional funding
You may be eligible to receive additional funds through the state’s COVID-19 rehabilitation program if you have a Vermont rental property. Pre-applications are required for Vermonters who are interested in the program. Applicants will be notified of the start date and application deadline for additional funding.
The state’s Department of Public Utilities offers resources to help customers affected by COVID-19, including ERAP and RAFT. Those whose utilities are affected by the epidemic may also qualify for the Massachusetts Homeowner Assistance Fund, which provides additional funding to qualified homeowners for utility bills. The Division of Banks can help homeowners who are in foreclosure within seven days of a storm.
LRC-140 Landlord Certificate required for landlords
Vermont landlords must file the Landlord Certificate. The Landlord Certificate must be filed every year by January 31. It is used to inform the state about renters and subsidized rent. It includes information about the owner, mailing address, physical location, school parcel account number, and number of rental units. If the rental property is in a Mobile Home Park, it should also list how many individual lots are located there.
This form must be completed by a landlord for each property. A Landlord must record the SPAN of each property they own in the state. It is found on the property tax bill. The Department of Revenue’s website has a link to myVTax to get this information. It is important that the reported rent must be net rent. This is the rent the tenant pays to the landlord for the right to occupancy.
